The development objective of the programme is to improve in a sustainable manner the access of rural and semi urban population to water and sanitation facilities in the perspective of contributing to poverty alleviation in the regions of Zinder and Diffa.
The immediate objectives are:
The performances of the actors in the water and sanitation sector are improved in conformity with the on-going decentralisation process and national strategies.
The framework for a sustainable and improved management of water supply facilities is established and the needs of a population of 127,000 are covered by new hydraulic schemes or the rehabilitation of existing schemes.
The targeted populations are motivated to change attitude regarding water, hygiene and sanitation.
Integrated Water Resources Management is promoted.
This programme is in line with the former Water and sanitation Programme in Diffa and Zinder regions 2001-2006, strengthening new aspects such as: i) the on-going decentralisation process, ii) the budget programme approach, and iii) the introduction of an Action Plan for the National Rural Development Strategy.
